invite me any where. i will stay here and i will try to rebuild the general organization of the church. >> a manager. >> for a manager, for a manager. >> benedict's successor will need to make his mark by bringing order to the religious version of corporate chaos. allen pizzey cbs news rome. >> jeff: we are joined now by "washington post" reporter jason horowitz who has been following the politics of the vatican. jason, allen called this a sort of corporate chaos. in your estimation what kind of shape is the vatican in right now? >> well with the vatican we're talking about a 2,000-year-old institution. and it operates literally behind closed walls. so the power games that you see in any institution are much more fierce there because there's no turn over. people have been plotting and looking for power for a very long time. so in benedict you will someone who at the end of his papasee tried to introduce some reforms that would perhaps create some more transparency and root out some of what some called corruption there.

he appointed one archbishop a fellow named to do this. and he took the mission to heart and actually sought out what he called corruption. and instead he faced entrenched opposition and was actually essentially exiled to the united states where he is now the ambassador here. >> jeff: so if benedict had such difficulties what kind of difference can the next pope make? >> there's no obvious reform candidate. it's not like these people are campaigningment but there's nobody going out there and saying we need to fix the rome bureaucracy. what they are talking about are the big picture things. they're talking about how to appeal more to new believers in the southern hemisphere how to stop the loss of believers in the united states and europe. but benedict seemed to think that actually those things are not unrelated. that you need to actually clean up rome to set a good example if you are actually going to find new believers and keep old believers in the new and old world. >> jeff: jason horowitz thank you.

olympic runner oscar pistorius is due back in a south african court on tuesday for a bail application hearing. he was charged thursday with murdering his girlfriend. and today we learn more about the case police are building against him. here's kelly cobiella. >> lawyers for oscar pistorius met with him for a second day at the pretoria police station where he's being held while details of what happened at the track star's home last thursday began to emerge. cbs news has learned police believe reeva stien camp slept in the same bed as pistorius and was in her nightgown in the bedroom when she was first shot. she ran to the bathroom and locked herself inside where she was shot in the head hand and arm. pistorius reportedly broke through the bathroom door and carried his dying girlfriend down the stairs when his sister aimee arrived pistorius was trying to reviv stien camp. he reportedly told his sister he thought its girlfriend was a burglar. she has given a sworn

avoided politics played with mr. obama. u.s. trade representative ron kirk and democratic donor and golf course answerer jim crane. with the president on the course and a congress on a recess the clock is ticking for a deadline for automatic budget cuts. the cuts known as the sequestration would eliminate more than $85 billion in spending this year. half from defense half from domestic programs. the cuts take effect march 1st unless a compromise can be reached. bill plante joins us from washington with more on that bill, good evening. >> good evening, jeff. you know now that most of official washington does believe that those spending cuts are going to happen at the beginning of march politicians of both parties are putting more effort as fixing blame for the cuts than avoiding them. the new white house chief of staff said the president is dedicated to preventing the cuts but that republicans aren't cooperating. >> what our friends in the house have told us is that they will not even consider

anything that includes-- increased revenues. not even closing loopholes for corporate jets closing loopholes for oil & gas companies. >> with everyone out of town there's no sense of urgency only fingerpointing. republicans say it's the president's fault. >> we are here because the president back in the last session of congress refused to cut spending in anyplace. and therefore we found up with the sequester. >> democrats blame the republicans. >> their arguments are untenable and don't meet the favor of hardly anyone other than themselves and the few lost special interests they're protecting. >> the long-term consequences of the spending cuts could be severe. at risk tens of thousands of federal government jobs from food safety inspectors to law enforcement agents. head start childhood education, small business loans and most trochingsal 46 billion dollars less in defense spending. >> we're going to begin to unravel the finest military in the history of the world at a time we need it most.

say that the environmental risk is too great. it is tax season and the ils is battling a rising tide of refund fraud cases caused by identity theft. a sweep last month netted 109 arrests and 189 indictments for a crime that could cost the country $21 billion over the next five years. seth doa ne has a case in point. >> reporter: in 2011 businessmen joe bianco waited patiently for a $10,000 tax refund. when he contacted the irs it said it had already been paid. >> somebody had filed with a forged w-2 from wal-mart claimed the refund got the refund, and using my name and social security number. >> in the past 12 months the irs confirmed $770,000 cases of refund fraud due to identity theft up from $2-- 250,000 cases the year before. thousands more are still under investigation. >> phony w-2 and social
